I live in Canada but I have a foreign driver's license. Am I able to buy a Canadian car without having a Canadian license, but rather an international one? I have a student visa for five years too, so it would be a permanent thing.

To answer your question, Yes. Buying it should not be an issue, for example if you buy it private the seller does not care if you have a driver's license or not. Buying it from a dealer might be a different story though. The dealer will ask you for a driver's license and register it for you (unless you buy it as is). To avoid any surprises down the road your best bet is to contact your local driver & vehicle license registration office.
